Strategic Program Management, LMS Cloud Migration, and Training Delivery for a massive multi-year public sector system consolidation across California.
The California Statewide Automated Welfare System (CalSAWS) embarked on a historic mission to consolidate multiple legacy welfare eligibility systems into a single, unified platform. As the Training Lead, I was tasked with orchestrating the user readiness strategy for this massive digital transformation.
This unprecedented deployment required more than curriculum design. It demanded the overhaul of legacy training infrastructure, including migrating the Meridian Learning Management System (LMS) to the cloud for over 22,000 users. The initiative also required a robust Change Management strategy to ensure that operations across 39 counties remained uninterrupted during the transition.
Over the course of nearly 3 years, I managed a team of analysts and directed multiple facets of the organization's user readiness and technical integrations:
Directed the migration of the Meridian LMS to the cloud for 22,000+ users. Managed the ForgeRock Single Sign-On integration to securely onboard new learners across the state.
Maintained 121+ learning assets through strict bi-monthly release cycles. Oversaw over 7,000 hours of content development across scalable eLearning and instructor-led programs.
Built analytics dashboards in JIRA to track county readiness. Operated as the primary Subject Matter Expert coordinating between technical developers, client leadership, and vendors.
