The Operational Challenge

The CalSAWS initiative unifies California’s legacy welfare systems into a single cloud-based platform. During the C-IV migration phase, I served as the Training Lead, overseeing the transition for 39 counties. This required aligning thousands of users with a new digital ecosystem while ensuring the continuous delivery of mission-critical social services.

My role bridged the gap between complex software deployments and user competence, managing everything from cloud infrastructure for the LMS to configuring hands-on practice environments for county academies.

LMS & Support Systems

Managed the migration of the Meridian LMS to the cloud for 22,000+ users. Integrated ForgeRock SSO and led the ServiceNow training support queue, maintaining high SLA standards for user troubleshooting.

Instructional Strategy

Curriculum & Advising

Supervised a team of Analysts in creating migration-specific curricula (WBTs/ILTs). Acted as a strategic advisor to government Training Managers, ensuring curriculum alignment with state standards.

Academic Support

Environment Prep

Configured the CalSAWS training environment for DPSS and DCFS academies. Provisioned "Golden Cases" (anonymized production data) to provide staff with realistic, safe practice scenarios.

Release Alignment

Conducted Learning Needs Analysis (LNA) synchronized with bi-monthly code deployments. Updated 121+ assets per release cycle to ensure training materials reflected live system functionality.

"Luis has been a force of nature on the Training team. He has led the entire team activities for Training under my guidance during a migration of more than 16k users to a new eligibility system. He is currently the Team Lead and oversees 5 resources. Over the past year, Luis has been instrumental in leading the CalSAWS migration training activities. Specifically, he has driven out the Learning Management System strategy and has worked closely with other teams to test and integrate the LMS with the ForgeRock identity and access management solution. He is also a SME in our discussions with the Technical and ForgeRock teams, as well as with the LMS vendor – Meridian. Luis strategically configured the LMS with courses, curriculum and ad hoc reporting for a successful 8 week early training phase and 5 week general training phase. Luis also managed the teams maintenance and changes of 127 e learning modules. He also oversaw bi-monthly code deployments to the training environments. Overall, Luis is an excellent leader, proactive in anticipating potential problem areas and an expert in training and delivery."
